The owner of the gallery gets the final say as to what he allows to be displayed, though they usually judge work on it's artistic merit rather than its content of political/social statement. Usually, though not always, the gallery has reviewed the work they've agreed to display. So if they didn't know about this piece, the artist may have slipped it in.
