Port Authority: Forget about 9/11 memorial in 2011 - After years of delays, squabbles and turf wars, officials formally acknowledged the obvious on Monday: Ground Zero construction is way over budget and years behind schedule - including its emotional centerpiece, the 9/11 memorial."The memorial will not be fully completed and available for the public in 2011," Port Authority Executive Director Chris Ward said as he delivered a sober assessment of the $16 billion project.
