I found the cose of the error: i put the downloaded files in a directory, wich path contained special characters. So i renamed all directories in the path to only english characters containing names, so it found the set.ini file in the directory...
Example:
path was: C:\Games\Xxx\Irányítós\Kasumi
after renaming dir: C:\Games\Xxx\Making\Kasumi
